Program Daerah Pemberdayaan Masyarakat (PDPM) was a regional program for community development and empowerment targeting villagers by considering principle of equality. Bungo district government was one of regional government in Jambi that utilized this program to its villagers by setting it into its Regional Revenue and Expenditures Budget. The budget allocation of Regional Revenue and Expenditures Budget that received by each village in the amount of IDR 100 million where its 90 percent allocated for construction or improvement of small scale public facilities, seven percent for strengthening capacities of activity management team, and 3 percent for strengthening capacities of activity management unit in village level. The budget of PDPM was a part of Regional Budget. Therefore, district government had responsibility to facilitate, maintain, and control PDPM in progressing toward its goal. The aim of this study was to understand the implementation of controlling function of Bungo Regency Regional House of Representatives in utilizing PDPM. The method of research of this study was descriptive qualitative. The respondents of this study wereBungo Regency Regional House of Representatives officers, village officers, Village Consultative Agency officers, and villagers of Bungo district. The implementation of controlling function of Bungo Regency Regional House of Representatives in utilizing PDPM was operated through external monitoring and supervision. Moreover, external monitoring and supervision was independently operated by officers of PDPM in order to stimulate the occurrence of cross-actor forums in understanding this development and empowerment program.
